Severe Weather Forecasting Programme SWFP

The World Meteorological Organization's Severe Weather Forecasting Programme enhance the capabilities of National Meteorological and Hydrological Services NMHSs in developing countries, including Least Developed Countries LDCs and Small Island Developing States SIDS. Its primary goal is to deliver improved forecasts and warnings for severe weather conditions, thereby saving lives, protecting livelihoods, property, and infrastructure. SWFP currently supports about 85 developing countries across nine sub-regions - Southern Africa, Eastern Africa, West Africa, Central Africa, Southeast Asia, South Asia, Central Asia, the East Caribbean region, and South Pacific - leveraging resources from WIPPS previously known as GDPFS and receiving contributions from development partners and donors.

Aligning with the UN's Early Warning for All initiative, SWFP is working towards expanding its geographical scope to encompass additional sub-regions and countries while facilitating more advanced tools and guidance products that d NMHSs in enhancing their early warning services. The program employs a cascading forecasting from global down to national levels, thanks to contributions from WIPPS centers. It also collaborates with Public Weather Services progra focus on developing capacity for impact-based forecast and warning services IBFWS, enabling the assessment of potential effects of weather forecasts on users and stakeholders.

The SWFP contributes significantly to several WMO's long-term goals and strategic objectives, encompassing disaster risk reduction efforts and public service advancements.


Governance

SWFP is part of the Commission for Weather, Climate, Water and Related Environmental Services SERCOM under the Strategic Coordination Committee for Disaster Risk Reduction SCC-DRR. Its decision-making process includes input from the SCC-DRR Advisory Group on Severe Weather Forecasting.


Resources Meetings

The program relies on a variety of resources including workshops, technical planning meetings, and introductory scoping sessions to implement strategies effectively. Key meetings include:

  1. Introductory Scoping Meeting: This meeting sets the stage for discussing potential implementation plans in Southeastern Asia-Oceania.

  2. Regional Subprogramme Management Team Meetings: These gatherings facilitate strategic discussions on SWFP's progress and challenges, particularly in Southern Africa, Eastern Caribbean regions, East Africa, and Central America.

  3. Online Trning Sessions: Regular online trnings are conducted to update NMHSs with the latest tools and techniques for nowcasting using EUMETSAT satellite data.
